Electric scooter laws

• Model California e-scooter rules California requires e-scooter riders to be 16+, hold a driver's licence, and stay off pavements. The speed limit is 15 mph. Helmets are mandatory for under-18s.
• Model France e-scooter rules France classifies e-scooters as EDPM with a 25 km/h limit, a minimum age of 14, and a ban on pavement riding. Civil liability insurance is mandatory.
• Model Germany e-scooter rules Germany requires all e-scooters to meet the eKFV standard, carry an insurance plate, and obey a 20 km/h speed limit. Riding is on bike paths and roads only, never pavements.
• Model Netherlands e-scooter rules Most standing electric scooters cannot be legally ridden on Dutch public roads. RDW type approval and a kenteken plate are required, and few consumer models qualify.
