How to Take a Folded Electric Scooter on Buses, Trains and Tubes

You have the scooter folded, stem latch engaged, power pack under 300 Wh, and the operator's website says "folded scooters are permitted." That is not the same as getting on. Transport for London banned all e-scooters, including folded ones, from its entire network in December 2021, citing fire risk from uncertified cells. The same prohibition applies to Paris RATP, Berlin BVG, and Hong Kong MTR if the pack exceeds 100 Wh. Before you check a single measurement, check the prohibited-items list for your specific operator. Taking an electric scooter on public transport starts with a no, not a ruler.

The fire-risk concern is real. Transport for London requires UL 2272 certification and caps packs at 300 Wh; the same 300 Wh cap applies to New York MTA, Singapore LTA, Toronto TTC, and UK National Rail. Paris RATP, Berlin BVG, Hong Kong MTR, Delhi Metro, SNCF, Deutsche Bahn, Trenitalia, Eurostar, Thalys, and FlixBus all cap packs at 100 Wh. JR East and Shinkansen allow 160 Wh. If your scooter's unit exceeds the operator's limit, you cannot board even if the folded size is perfect.

Some operators ban all e-scooters outright regardless of cell size. TfL's ban is total. The same applies to MTR Hong Kong for scooters whose pack exceeds 100 Wh. Look yours up before you leave home.

Two Reference Scooters For Size

Use two reference points to judge whether your scooter fits. The Unagi Model One Voyager is the lightest scooter in the dossier: independently weighed mass of 12.0 kg, folded size of 102 cm × 18 cm × 33 cm. The Ninebot Max G30 is the commuter benchmark: independently weighed mass of 19.5 kg, folded size of 108 cm × 47 cm × 57 cm. The Voyager clears every dimension limit on this page except Eurostar (85 cm × 85 cm × 55 cm, the Voyager's length exceeds it). The Max G30 fails on length against Paris RATP (120 cm sum of L+W+H), Berlin BVG (100 cm × 70 cm × 50 cm, the Max G30's height of 57 cm exceeds 50 cm), and several others.

When Your Scooter Does Not Fit

If you own a scooter that does not fit, the only option is a different scooter or a different mode. There is no exception for peak hours or off-peak travel on any operator in the research.

Buses have tighter luggage racks and more restrictive weight limits than trains. The maximum weight of a folded scooter permitted on most bus services is 20 kg. The Ninebot Max G30 at 19.5 kg just qualifies; the EMOVE Cruiser S (23 kg) does not. The Unagi Model One Voyager at 12.0 kg clears every bus weight limit on this page.

Bus operators also enforce the folding requirement more strictly. On FlixBus, the scooter must fit an 80 cm × 50 cm × 30 cm space. The Voyager fits; the Max G30 does not. On Thalys, the limit is 75 cm × 53 cm × 30 cm. The Voyager's length fails. On Eurostar, 85 cm × 85 cm × 55 cm, the Voyager fails on length, the Max G30 fails on height.

On city buses (TfL, RATP, BVG, MTA, TTC, etc.), the scooter must be folded before boarding and placed in the luggage area. No operator allows a scooter to be stored in a seat or aisle. If the luggage area is full, you wait for the next bus.

Underground systems have the most restrictive rules because of crowded platforms, escalators, and limited luggage space. The TfL ban is the most significant: no e-scooters, period. Paris Metro allows folded scooters only if the pack is under 100 Wh and the scooter fits 120 cm sum of L+W+H. Berlin U-Bahn allows 100 cm × 70 cm × 50 cm. New York subway allows 111.8 cm × 55.9 cm × 55.9 cm with a 300 Wh unit and UL 2272 certification. Singapore MRT allows 120 cm × 70 cm × 40 cm with a 300 Wh unit and UL 2272 certification.

On all underground systems, the scooter must be folded before boarding. You cannot ride it on the platform. You cannot ride it on the escalator. You carry it up and down stairs. The practical implication is that a scooter heavier than about 15 kg becomes a burden on a multi-line transfer with stairs. The Unagi Model One Voyager at 12.0 kg is manageable. The Ninebot Max G30 at 19.5 kg is not.

Carrying a scooter by the folded stem hook loads the hook in the wrong direction. The hook that secures the folded stem to the rear fender is designed to hold the stem closed, not to support the scooter's weight. Carrying the scooter by the stem hook causes folding hook fatigue, documented as a snap failure. Do not do it.

Instead, carry the scooter by the deck. The deck is the structural core of the vehicle. Grip the deck with one hand and the stem with the other, or use a shoulder strap if the scooter has one. On stairs, use one hand for the scooter and one hand for the handrail. If you cannot maintain one-handed stability on stairs, you are carrying too much scooter.

On escalators, place the scooter vertically on the step in front of you, deck facing the direction of travel, and hold the stem. Do not rest the scooter on the escalator skirt. Do not block the step behind you.

The folding mechanism is the highest-consequence mechanical joint on the scooter. A stem latch with a secondary pin is better than a collar clamp alone. The secondary pin prevents the latch from opening if the primary clamp loosens. On a train, a stem that unfolds while the scooter is in the luggage rack is a hazard to other passengers and a likely cause of ejection from the service.

Check the stem latch before every boarding. If the latch feels loose or the secondary pin does not engage, do not fold the scooter. Use a different mode. The folding mechanism is not user-serviceable on most models. The Xiaomi Mi 1S and Ninebot Max G30 have aftermarket replacement collars; the Unagi Model One Voyager does not.

Grip Tape Abrasion

Deck grip tape abrasion on clothing: the coarse tape on the deck of most scooters (including the Ninebot Max G30 and Xiaomi Mi 1S) will abrade fabric if the scooter is carried against a coat or bag. Use a scooter bag or wrap the deck in a cloth if you are wearing a wool coat or silk shirt.

Mudguard Grime Transfer

Mudguard dirt on other passengers: the rear mudguard collects road grime, wet mud, and oil. When you place the folded scooter on a train seat or luggage rack, that grime transfers. Place the scooter on the floor, not on a seat. If the luggage rack is the only option, put a plastic bag under the mudguard area.

No operator in the research has a peak-hour exception for folded scooters. If the operator allows folded scooters, they allow them at any time. If the operator bans them, they ban them at all times. The practical constraint is space: on a packed peak-hour train, the luggage rack may be full of other bags, and the conductor may ask you to wait for the next service. Plan for this.

Enforcement varies. On TfL, the ban is absolute and ticket inspectors will refuse boarding. On SNCF, Deutsche Bahn, and Renfe, inspectors check size and pack capacity. On MTA New York and Chicago CTA, enforcement is less consistent but the risk of refusal is real. Do not assume leniency because you have a small scooter.

The single most common failure is the rider who assumes their scooter fits because the manufacturer's claimed size is smaller than the operator's limit. Manufacturer folded specifications often exclude protruding handlebars, brake levers, or the folded stem latch. The scooter may not fit a stated storage space by 3-8 cm in one dimension.

Measure your scooter yourself. Include the widest point of the handlebars and the furthest point of the brake levers. If you cannot fit the scooter into a 100 cm × 60 cm × 60 cm luggage rack at home, you will not fit it on a National Rail train. If you have a Ninebot Max G30, measure the height: the fact sheet lists 57 cm, which exceeds the 50 cm height limit on Berlin BVG. That is not a margin of error; that is a failed check.

The one thing to do before every trip: check the operator's prohibited-items list for pack capacity and certification requirements. Then check the folded size against the operator's limit, using your own measurement, not the manufacturer's. Then check the weight against the operator's limit. If all three pass, fold the scooter, carry it by the deck, place it in the luggage rack or on the floor, and do not block the aisle. If any one fails, leave the scooter at home.
